A senior NYPD administrator is under internal investigation after earning over $400,000 in 2023, making her the department’s highest-paid employee, before attempting to retire amid allegations of timesheet manipulation.

Lieutenant Quathisha Epps reportedly accumulated 1,627 overtime hours beyond her regular schedule, averaging 74 weekly hours. However, inside sources revealed to the New York Post that concerns were raised about her frequent tardiness, early departures, and unexplained absences.

The administrator’s compensation package included $204,000 in overtime payments on top of her $165,000 base salary. This total surpassed the earnings of her superior, NYPD Chief of Department Jeffrey Maddrey, who received $292,000, and exceeded the salaries of all other employees in the 55,000-strong department, which includes 36,000 officers and 19,000 civilian personnel.

“What administrative work requires you to stay there 115 to 120 hours every f***ing month to apply that type of money?” a Bronx-based officer remarked to the Post.

“There is no way she was going to go out on patrol,” another source told the Post, referring to Epps’s decision to retire after being informed of an overtime cap and potential reassignment to patrol duties.

The 51-year-old lieutenant’s retirement filing came just shy of her 20-year service mark, resulting in a $12,000 annual reduction in her pension benefits. Despite this decrease, she will still receive monthly payments of $16,000.

The situation has created tension within the department, particularly among street officers who face daily challenges dealing with urban crime, illegal immigration, and homelessness, especially during harsh weather conditions, while administrative staff enjoy comfortable office positions with substantially higher compensation and early retirement options.

The investigation continues as the department examines allegations that Epps approved her own time records and misrepresented her overtime hours.
