A verified Somalian terrorist was released into the United States by U.S. Border Patrol in 2023 after the man’s name failed to appear on the terror watchlist database.
The Daily Caller News Foundation (DCNF) exclusively obtained an internal federal memo sent to Immigration and Customs Enforcement (ICE) late last week. According to the memo, federal authorities captured the suspected terrorist at the southern border near San Ysidro, California, on Mar. 13, 2023.
An al-Shabaab terrorist caught at the border last March was allowed to freely roam around the US for nearly a year before his recent arrest in Minnesota.
In FY23 alone, CBP agents caught 172 terror watchlist suspects trying to enter the US.

The Terrorist Screening Center (TSC) ran the illegal immigrant’s name through its Terrorist Screening Dataset (TSDS), where it came back as a “mismatch.” The TSDS is designed to identify potential and existing terrorists by utilizing sensitive information obtained by the U.S. government. The man was later released and traveled to Minneapolis, Minnesota, where he resided for over a year.
Earlier this month, the TSC announced that they had made a “redetermination” about the man in question and deemed him a member of the Al-Shabaab terrorist group. The memo stated that he was involved in the “use, manufacture, and transport of explosive firearms.” The Somalian terrorist was arrested by ICE in Minneapolis just two days after the redetermination.
According to the Council on Foreign Relations, Al-Shabaab is an “insurgent group formed in the early 2000s,” and is aggressively attempting to establish an Islamic state in Somalia. The group has carried out deadly attacks on East Africa and was labeled a terrorist organization by the U.S. in 2008. The African Union started a campaign aimed at keeping Al-Shabaab out of highly populated areas and the U.S. stepped in to support this mission.
The number of terrorist encounters continues to rise amidst the illegal immigration crisis our country faces. The U.S. Border Patrol reported 172 terrorist encounters at the border in 2023 alone. This statistic is shocking when compared to the 128 total encounters between 2017 and 2022. Retired ICE field director John Fabbricatore expressed his frustration with the Biden administration’s poor management of the border in his statement to DCNF.
