Former President Donald Trump announced his intention to implement sweeping changes regarding transgender policies if he returns to office, speaking at AmericaFest 2024 in Phoenix, Arizona.
During his address to supporters on Sunday, Trump outlined his plan to implement immediate executive actions targeting transgender-related policies across various institutions. He emphasized his commitment to establishing a federal policy that would officially recognize only two genders.

“With the stroke of my pen on day one, we’re going to stop the transgender lunacy,” Trump declared to the crowd. “I will sign executive orders to end child sexual mutilation, get transgender out of the military and out of our elementary schools and middle schools and high schools.”
The former president continued, “Under the Trump administration, it will be the official policy of the United States government that there are only two genders, male and female,” adding that he would “keep men out of women’s sports.”
“Doesn’t sound too complicated, does it?” he asked the cheering audience.
Trump’s statements follow recent developments in Congress, where the Senate approved an $895 billion defense budget. The National Defense Authorization Act (NDAA), which passed with an 85-14 vote, includes provisions affecting transgender healthcare coverage for military families.

The extensive 1,800-page legislation, arriving two months behind schedule, represents a modest 1% increase from the previous year’s budget. A key provision in the bill restricts the military healthcare program Tricare from covering gender transition procedures for service members’ children under 18.
This provision faced opposition from several Democratic senators, including Sen. Tammy Baldwin (D-Wis.), who led a group of 21 colleagues in voting against it. Baldwin indicated the measure could affect between 6,000 and 7,000 children of service members.
According to the Modern Military Association of America’s estimates, approximately 10,000 transgender youth between ages 6 and 22 have parents serving in the military.
