Ukraine must join Russia-U.S. peace talks, senators agree

During an appearance on CBS’s “Face the Nation” program this Sunday, Senator Jeanne Shaheen (D-NH) expressed that a bipartisan coalition of senators concurs with President Volodymyr Zelensky’s stance that “Ukraine absolutely must be part of any negotiations between Russia and the United States.”

In a partial transcript of the exchange, Shaheen shared her observations from attending the Munich Security Conference, a prominent global security forum. She noted conversations with leaders from various nations, including Britain, Canada, and Balkan countries, as well as a meeting with President Zelenskyy himself. Shaheen emphasized the widespread concern among these leaders regarding the U.S. position on Ukraine.

During a panel discussion with President Zelenskyy, Shaheen stressed the importance of Europe and the United States acting in concert to hold Putin accountable through sanctions, leaving no room for division between the U.S. and its NATO and European allies – a outcome Putin has actively sought throughout the conflict. She underscored the need to make it clear that such division will not occur and that they will work together to support Ukraine.

When asked about Congress’s role in approving a potential deal involving U.S. acquisition of critical minerals from Ukrainian territory as repayment for weapons expenditures, as proposed by former President Trump, Shaheen acknowledged potential benefits of U.S. investments in Ukraine. However, she noted uncertainties surrounding the ownership and control of these mineral resources, with some located in Russian-controlled eastern Ukraine and others owned by private oligarchs. Shaheen stated that these details have yet to be worked out, and she has not seen the proposed agreement presented to President Zelenskyy.

“Well, I just—I wanted to—one of the things that in our conversations with President Zelenskyy, that we talked about, that I know that he’s got to be concerned about, is making sure that Ukraine is at the table, whether literally, or however those negotiations work out, for any conversations about what happens in Ukraine, and President Zelenskyy reiterated, nothing about Ukraine without Ukraine. And he got reassurances from the bipartisan senators that he met with, that we agree, Ukraine absolutely must be part of any negotiations between Russia and the United States.”
